Reporting to the Assistant Vice Chancellor for Human Resources (who reports directly to the Chancellor), this position provides leadership and oversight of all talent acquisition and compensation services including affirmative action planning and reporting. As a part of the senior HR Leadership team, (comprised of the Director of Benefits and Payroll Services, the Director of Equity and Compliance, and the Director of Labor and Employee Relations) the successful incumbent will be an experienced, enthusiastic, and forward-thinking leader adept at driving change with a focus inclusive and active recruitment practices, equitable and market aligned compensation philosophy, customer-service and efficient process redesign.

Duties will include:

1. Plans, develops, directs and evaluates policies, procedures, programs and service level agreements related to talent acquisition, employment services, compensation, and classification. Ensures that such policies, procedures, and services are equitable and inclusive, customer focused, efficient, and compliant with applicable local, state, and federal rules and regulations. Forecasts and oversees budget and ensures fiscal compliance for area of oversight and related activities.

2. Interprets related policy, rules, and programs and provides guidance to HR staff and other campus stakeholders.

3. Oversees the selection, development, and retention of staff within area of oversight. Forecasts, plans, aligns, and manages staffing levels to meet operational need, deliver efficient and compliant services, and ensure good fiscal stewardship of public funds. Ensures proper training, evaluation, and development of subordinate staff.

4. Identifies systems and technology solutions to enable efficient operations and processes. Oversees selection,implementation, and maintenance of related systems and solutions in collaboration with campus partners (i.e. information technology, purchasing, legal affairs), campus stakeholders, and staff.

5.Creates and directs communication strategy related to area of oversight. Ensures that processes, procedures, and timelines are communicated and adhered to by decentralized administrative staff related to areas of oversight. Designs and oversees related trainings and tools for campus managers and support staff.

6. Liaises with internal and external stakeholders, committees, and offices including State University Civil Service System. Stays abreast of changes in compliance, best-practices, trends, and employee needs and ensures that the university's policies, practices, and procedures are current and up-to-date.

7. Other duties as assigned and needed.


Minimum Qualifications:
Bachelor's Degree and a minimum of 8 years of professional related experience including at least 2 years of managing others.
Preferred Qualifications:
Master's degree. Experience working within higher education. Experience working within a classified civil service system. Experience with evaluating position classifications and utilizing market data to inform compensation.
