Operations & Maintenance Director
The Red River Waterway Commission, located in Natchitoches, is a political subdivision of the State of Louisiana. The RRWC is currently accepting applications for an Operations & Maintenance Director. Additional information regarding the position is as follows:
Job Summary
The O & M Director will supervise and administer all department activities including the direction of personnel and contractors in the maintenance and operation of recreational facilities and other Commission owned properties.
Qualifications, Training, Experience, and Skills
- Bachelor’s Degree in a technical field
- A minimum of 10 years experience with at least 5 years in maintenance or public works is preferred
- Previous supervisory level duties and responsibilities is preferred
- Knowledge of general construction/maintenance practices including those involving electrical work, plumbing, carpentry, dirt work, asphalt/concrete work, etc.
Additional Specialized Knowledge and Skills that are preferred include:
- Experience working for, or with, public agencies, including knowledge of public bid law
- Experience reading, reviewing, and interpreting construction plans and specifications
- Experience with budget preparation and public finance
- Ability to communicate with contractors, consultants, business leaders, political leaders, and the general public
- Knowledge of, or experience with, river related construction and maintenance projects including dredging, bank stabilization, erosion control, etc.
- Leadership and management skills
- Ability to work in an office environment, along with a Board of Directors
- Proficiency in use of Microsoft Excel and Microsoft Word

Major Job Duties
- Oversee operation and maintenance of RRWC offices and recreation facilities, including two RV Parks
- Supervise O & M Staff and direct daily activities
- Evaluate performance of employees under his supervision and perform associated administrative functions such as work scheduling, leave approval, etc.
- Visit and inspect all recreation areas on a regular basis so as to be familiar with the activities which are taking place as well as items which need attention
- Administer park facility reservations, deposits and returns
- Supervise the purchasing necessary to maintain all facilities as well as reviewing and checking invoices for accuracy
- Develop O & M program budgets
- Develop contract bids and proposal requests and recommendations
- Work with maintenance contractors to ensure projects are completed
- Coordinate with parish, city, and local governments on necessary maintenance activities
- Prepare position papers and report to the Commission on the status of recreation area use and on specific maintenance projects
- Consult with engineering staff on the development of future recreation facilities
- Direct purchasing, requisitioning and warehousing of adequate inventoried supplies, materials and equipment and maintain records of inventory
- Advise Executive Director on maintenance and repair problems
- Prepare statistical information and reports
- Design, implement and direct training and safety programs
- Review contracts and advise the Executive Director on contract specifications and contents
- Conduct park ranger and maintenance personnel meetings
- Evaluate and coordinate necessary aquatic vegetation spraying and oxbow dredging
- Perform other duties as directed by the Executive Director
