Job Summary:
The Project Manager reports to the Director of Construction and Planning and provides full time project management duties on projects that are assigned. This position includes the creative and effective responses for day-to-day planning and construction activities and includes managerial
oversight of major and minor capital projects. The Project Manager will coordinate the work of university hired Architectural and Engineering Consultants as well as contractors that are under university public works contracts.
  • Responsibilities include daily direction of staff, personnel evaluations, facility maintenance operations (including 24/7 emergency on-call service), yearly budgeting and adherence to EWU's policies and procedures.
  • Responsible to plan, develop, administer, manage, and control budgets, contracts, equipment, and supplies for maintenance operations activities on the EWU campus.

Required Qualifications:
  • Bachelor’s degree in Architecture, Construction Management, Engineering, Business Management, or related field. Applicable experience can substitute for education requirements.
  • 3-5 years’ experience in Project Management, including budget experience.
  • Proficient with computer software such as Microsoft office suite.
  • Experience with architectural and engineering consultants and agreements related to those consulting functions.
  • Experience coordinating and implementing small construction projects.
  • Must be able to work independently. Prioritize work and communicate detailed information verbally and in writing to internal and external constituents to support department operations and good will.
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility and/or diversity.





Preferred Qualifications:
  • Experience with Computer Maintenance Management Systems (CMMS)
  • Additional technical experience in one or more building system: Medium/Low Voltage Electrical, Mechanical, Building Systems, Plumbing, Boiler Plant Operations, Facilities Security, or other.
  • Experience with facilities automation systems, such as: electronic monitoring and switching, automated controls, and energy management.

Job Duties:

Responsibility / Duty: Leadership and Communication – (20% ESSENTIAL)
  • Managerial oversight of major and minor capital projects. Project Managers will coordinate the work of university hired Architectural and Engineering Consultants as well as contractors that are under university public works contracts.
  • Managerial review and oversight of all processes relating to delivery of public work contracts.
  • This position will represent university interest in all project meetings with users, regulatory agencies, authority having jurisdiction (AHJ), university departments, outside stakeholders, and others as requested.
  • This position also coordinates the work of in-house staff, as necessary, on projects and scheduling for staff support on other contracted project work. Estimated budgets should consider time and material needed for university shops staff to perform the work requested. Coordination with shop supervisor and unit directors will be the responsibility of Project Managers or Construction Project Coordinators if assigned.

Responsibility / Duty: Project Development/management (20% ESSENTIAL)
  • Develop Scope of work, schedules, and budgetary estimates for major and minor capital projects.
  • Aim is the application of record for Facilities and Planning. Promote and support use of this application within all departments and assist in improving use by all Facilities and Planning staff. This includes following appropriate workflows, independently reviewing and entering data, direct contact with vendors, consultants, and contractor on necessary contract information, including but not limited to architects’ supplemental information, request for information, field orders, change order proposals, change orders, and invoices. Contact vendors, consultants, and contractors to retrieve all close out information required by the department, university, and by Washington State Public Work law.

Responsibility / Duty: Direct and Manage Consultants (15% ESSENTIAL)
  • Senior Project Managers will work closely with architectural and engineering consultants on design communication, specification of materials and equipment, and other performance requirements of the work.
  • On assigned projects, this position will be the point of contact for consultant agreements, unless otherwise required. They will review and document the accuracy of the consultant’s documents, changes in scope, changes in schedule, change in budget, errors and omissions, unforeseen conditions, AHJ requirements, and owners request for additional work. These items will be part of the ongoing documentation and reporting to management
  • Senior Project Managers will manage consultant’s contract and agreements, scope of work, invoicing, amendments, change order proposals, change orders, field order or directions as needed

Responsibility / Duty: Project Budget/Financial Management. (10% ESSENTIAL)
  • Will manage budget, scope of work, and schedule throughout the planning and implementation period, including bidding and project execution, with direction and input from supervision and university leadership.
  • On a periodic basis (monthly) review the project budget and job costing information for accuracy and adherence to contract documents. Changes in component budgets can be made by the Senior Project Manager independently. Total project cost changes need to review with the AVP and Business Manager with documented reasons for the change in total project costs.

Responsibility / Duty: Capital Budget Support. (10% ESSENTIAL)
  • As assigned, will develop and provide project proposals that follow Washington State Office of Financial Management processes and procedures for biennial capital request. This includes research on all aspects of project proposal needs.
  • If needed to support the project proposal position will meet with constituents and project stakeholder to gather their needs and requirements for complete proposal. Will respond to OFM and supervision with answers to questions regarding these proposals.
  • On project of $5,000,000 or more, provide Major Capital Project Review Reports every 6 months to be submitted to the Office of Financial Management as required.

Responsibility / Duty: Manage Project Functions. (10% ESSENTIAL)
  • Project Managers manage all project functions on design and construction projects. This includes concepts, consultant agreements (contracts), schematic and design development, construction documents, bidding contract award, construction, commissioning, closeout, and warranty.
  • Responsible for financial accountability of the budgets on assigned projects. This includes manager responsibilities over allocation of resources and multiple project performance results.
  • Tasks include fiscal management of projects, personnel management, and resource allocation and review.
  • Work with regulatory agencies to address all compliance issues related to projects.

Responsibility / Duty: Process and Program Management (5% ESSENTIAL)
  • Under the direction of the Director of Construction and Planning project managers will support the following university programs and processes.
  • Sustainability and Conservation. The university has made sustainability and energy conservation a top priority. This position is responsible for implementing sustainable design and installation techniques on minor and major capital projects to support these goals.
  • Facilities Condition Assessments. This unit uses data from our CMMS system (AiM) to gather information on costs required by building systems. This biennial survey updates the condition assessment score of all university building and is used to develop the deferred maintenance backlog costs and associated projects.
  • Compliance. Works in a collaborative manner with; staff, local, state, authority having jurisdiction (AHJ), and other compliance agencies on construction projects and day-to-day operations.
  • University Standards of Performance. This position is responsible for enhancing and promoting university standards regarding capital purchases, project design and operational enhancements.
  • Reporting. Support and coordinate reporting to department and other units on campus. Use reports and documentation to support long term and succession planning outcomes.

  • Project Managers will understand that university standards are a set of parameters that will be reviewed and edited as necessary specific to the project program, design criteria, user needs, schedule, and project budget. University standards are not static. Changes in equipment standards and specifications should be reviewed by the appropriate shops’ supervisors for maintenance and operations concerns.
  • Project Managers will be evaluated on their effectiveness in providing accurate and timely information to supervision and university management on projects under their direction

  • Construction Project Coordinators may be assigned to support major and minor capital projects depending upon the complexity and scope of work. Project Managers will work collaboratively with Construction Project Coordinators on dividing up the work within those projects.

Salary Information: $78,283 – $109,599 Where the hired candidate will begin within this range is dependent on education, experience, and skills.
